As president of the Downtown Partnership of Baltimore, Kirby Fowler is committed to making downtown more vibrant for businesses, employees, residents and visitors. In order to make the area the best it can be he needs workers who can be the face of downtown Baltimore. Nearly a quarter of his workers have criminal records. Fowler hires from this population because they are anxious to prove that they can do a good job and get back on their feet. They help the Partnership achieve its mission by making the area attractive and hospitable. .
